This area can only be accessed from the Rune Room on Level 3. There are actually three secret rooms here. To enter each room requires unlocking one of three doors using one of three Rune Vowel Keys (see that section for more details). Opening each door will get you into a major fight, the key will be taken from you, and you'll win the crown, robe, or scepter.
Using the map references from the Palace Corridor, at J16 you'll get Cleowyn's Scepter, at N1 you'll get Cleowyn's Crown and at M5 you'll get Cleowyn's Robe.
